Remaining LPA compliant as a harvested rangeland goat operator 

In October 2024, the Livestock Production Assurance (LPA) program introduced a new accreditation module and National Vendor Declaration (NVD) to enable harvested rangeland goat (HRG) owners and registered goat depots to continue operating mob-based and device-free movements. 

Accreditation via the LPA HRG module provides owners and registered goat depots with access to the HRG NVD and enables them to continue device-free mob-based movements of HRGs.

What is a harvested rangeland goat? 

HRG is classified as having been captured from a wild state – i.e. one that is not the product of a managed breeding program and has not been subject to any animal husbandry procedures or treatments.  

A HRG can only move directly to one processor for slaughter or via one registered goat depot. They cannot be traded with a neighbour or sent to another property prior to going to a goat depot or processor.

About the HRG accreditation module 

Owners and registered goat depots must obtain accreditation via the LPA HRG module if they wish to access the HRG NVD and continue device-free mob-based movements of HRGs. 

Once owners or registered goat depots have applied for HRG accreditation, their relevant state or territory department will be notified and assess the application. 

Applicants will receive the outcome of their assessment by email. If approved, the owner or registered goat depot must pay for the HRG accreditation and then their Property Identification Code (PIC) will receive a HRG status in the NLIS Database.  

Approved goat operators will undergo an LPA audit every two years, and registered goat depots will be audited annually.

Non-compliance carries serious consequences 

The HRG accreditation module has been available since October 2024 and, over the past year, LPA audits of approved goat owners have identified a number of nonconformities.   

Where a breach of the module’s requirements is identified, HRG accreditation will be immediately withdrawn and it is likely the owners or depots will be excluded from re-approval for a period of time. This means they will not be able to conduct device-free mob-based movements. 

HRG accredited goat operators and depots are required to undergo annual LPA audits, so it is important to ensure they are compliant to avoid suspension of LPA accreditation.

HRG National Vendor Declarations 

A new HRG NVD book and HRG eNVD form was introduced alongside the module, enabling HRGs to continue being recorded as mob-based movements in the NLIS Database.  

Access to the HRG NVD will only be permitted once accreditation in the LPA module for HRGs is approved.
